Transitional Structure

This version of the Blocks documentation represents the transitional structure, after
all structure has been rearranged to make embedded sections into true sections.

In my experimental version of book.module, this will display identically with the
current structure, but it now has explicit headers/sections in the book navigation block,
so it's easier to see what is there and to navigate.
